India’s Inter-Ministerial Delegation Attends Cop 28

  • The 28th Session of the UN Climate Change Conference (COP28) was held in Dubai, UAE from 30th November 2023 to 13th December 2023. 
  • Key topics discussed included the First Global Stocktake, the Global Goal on Adaptation (GGA), the Loss and Damage Fund, the Operationalization of the work program on Just Transition pathways, the Santiago Network for Loss and Damage, and matters related to Article 6 of the Paris Agreement.
  • The First Global Stocktake decision calls for a nationally determined contribution, considering the Paris Agreement and national circumstances. 
  • The decision acknowledges the need to peak global emissions by 2025, with time frames shaped by sustainable development, poverty eradication needs, and equity. 
  • Developed countries are asked to provide financial resources to developing countries for their climate actions and to fulfill a commitment of USD 100 billion per year through 2025. 
  • The ‘Emirates Framework for Global Climate Resilience’ was finalized, setting global targets in areas like potable water supply, climate-resilient food and health services, resilient human settlement, and culture. 
  • The operationalization of the new funding arrangements, including a Fund for responding to loss and damage, was adopted, with 19 countries making commitments totaling $792 million. 
  • The Santiago Network for Loss and Damage was selected for hosting for an initial term of five years.
